In this case, it is believed that the existence of "witches" is causing problems in the city. It is the government's responsibility to end the city's problems, in this case, the theocratic government, like the one in history, seeks to resolve them with teligious justifications.

Although all the characters show theocracy's effects on their personalities, the ones who show this most clearly are those who have government and religious influence in the city, such as Reverend Parris, Herrick, Judge Hathorne and Judge Danforth.
