So I would say the people had some power to limit the authority of the monarch. I don't remember of any case in which the revolt of the people overthrow the <em>tlatoani</em>, the Aztec authority, but they did betray <em>tlatoani</em> Moctezuma, joined the Spanish conquerors and defeated the Aztec empire.
