In the poem, the author uses the word "regard," which is a formal way of saying "to observe." She claims that God has seen her suffering and struggling, and after this passage, she goes on to discuss how God saw her suffering and restored her to health when she needed it the most. Therefore, she sounds like she believes that God was watching her closely all the time.
