The sculptor was following a Roman tradition at the time to portray emperors as other-worldly, almost godlike beings. He makes his eyes very large and his face stoic to convey that he his someone not quite human like the rest of us, and perhaps he is above the fleeting emotions that govern the rest of mankind.
I believe that it was important for artists to create such realistic interpretations in order for them to relate to the audience. People will react more favorably to art they can relate to somehow, art that engages their thoughts and imagination, and art that makes them feel certain emotions when presented with it.
I do believe the role of the artists has changed considerably. In the past, the artist used to create art for him/herself, and express what they were feeling at the time. Now I think artists try to create art for their audience, creating something they think the audience will like, and not take into consideration their own feelings and thoughts.
