The conclusion about the Eldest Magician that this excerpt supports is that the Eldest Magician has a good sense of humor.

When the man said that he was to tired to paddle, the Eldest Magician joked about him being so lazy that his children will be too, and even went as far as to declare them "Malazy—the lazy people". However, in spite of joking about his laziness, he complied with the man's request to have the Sea work for him twice a day, therefore creating the tides.

I would think that setting the scene of someone dying is appropriate to be in a bedroom where a sick person would most likely be (if not in a hospital) such as someone in palliative care for example and the bedroom stillness is commented on  broken only by a fly and whose buzz perhaps accentuated the otherwise stillness. If the person's death was outside or in a public place it would more likely be the result of a, say an accident, or say an assassination such as that of Martin Luther King  so since it is inside in a bedroom it indicates the dying is just a normal death from illness and/or old age.

Houston ain’t that bad but it doesn’t have you. They’re known for BBQ which is too messy and burnt for me but the rodeo is is here. I went yesterday they had a huge carnival!
