It is also the easiest and most available job that the high-school students can get. The high-school students do not have high demands for their wages, as they use it as a job from which they can collect some spear money, usually for when they go to college. The manager faces a situation where there's labor force in abundance, much more than it is needed, with low demands for wage, and the work will be adequately done.
