The excerpt in the question is from the initial paragraph of the story which gives a detailed description of the Republican sniper, our protagonist. The details such as "<em>the face of a student, thin and ascetic, but his eyes had the cold gleam of the fanatic</em>" or "<em>eyes of a man who is used to looking at death</em>" gave the shape of the character. From th text it is reasonable to infer that Jerome´s mother realized that he wanted to do something more, but probably he did not really know exactly what. That is what she did: she gave her son a way to express what he was feeling,  instead of lecturing him or recommending to wait or sharing her loss experiences.

And finally the best answer in this case, would be 3: Jerome returned to his room with his mother´s advice weighing on his mind. The reason, is because this quotation best summarizes a crucial moment: Jerome realizes that he should do something more, that he needs to translate his feelings into action and so he found a way.
