Option B is the correct one. The archetypical image of fire develops the idea that power is both terrifying and enticing.

"Tyger......, burning bright // ..... Could frame thy <em>fearful symmetry</em>?" The tiger looks perfect but it is frightening. " .....Burnt the fire of thine eyes //..... dare seize the fire?". Blake ,the poet,  wants to know  who has been able to create this amazing and powerful  animal. "....furnace was thy brain..". The poet puts a question:  if a blacksmith has made the tiger.
