The full meaning of BAL is blood alchol level. Blood alcohol level refers to the amount of alcohol that is present is a specific quantity of one's blood. As the quantity of alcohol one is taking in increasing the BAL also increases and this affect the way one behave. At the BAL of 0.10, one's ability to think and to judge is severely affected thus making one to become prone to unnecessary risk taking behavior.

As the person is taking more quantity of the alcohol then the level of alcohol in the blood is also increased. Then, it will eventually affect the health of an individual. Thus, at a level of 0.10 an individual is loss its ability to judge or think.
