In articles of confederation, the powers of government was centre  to Congress. The Congress was called “Congress of Confederation”.Under the articles which are based on institutions of second Continental Congress which was a unicameral body, where state has only one vote. The articles provide for appointment of delegates in the Congress. The provision was also made for the term limits of delegates. The delegates were given protection from arrest from activities arising from the official duty under the Speech and Debate Clause.This practice has continued even in the current constitution. The Congress will meetannually. The articles provided no permanent National Judiciary. The Congress was given the sole jurisdiction in Boundary dispute matter between states. After the ratification of articles in 1781, new national executive was formed, the Congress elected an individual annually, who will serve as the President of Congress. The post have no executive powers. The articles envisioned comitybetween states. Citizens are allowed to freely move in their property between states. National  government will conduct foreign affairs. The states can send and receive embassies with approval by the Congress. The Confederation Congress regulate interstate movement of mails. In fact Congress have the power to pay the debts of government. The Congress have the authority to regulate the economy but lacked enforcement power. There were some weakness which led to amendment of articles and led to constitutional convention of 1787.
