For me personally, i think it's understandable

- let's say that the Government could only give education welfare to half of the people, they can't blame them if the other part became uneducated and can't find job
- It make the people feel the sense of unfairness that may trigger violent actions
- Some people will do crazy things just to make their family survive
- Unequal access to basic services will create a bridge of unequal social status, between the forgotten and the taken care of

Answer: In my opinion the unequal access to basics services is connected to the crime in South Africa, the reason being that as humans we will do anything in order to survive even in extreme circumstances kill one another. Also when people feel like they are being treated unfairly they will break the rules.
