The most appealing Soviet ideals for some nations will probably be the unity and the equality. The Soviet ideals were based around unity of the nations, that all people have the same thing on mind, same goals, and work as a unit. That is very appealing for some nations as it provides great internal stability of the nation. The equality is another very appealing thing, as the Soviet ideal was that apart from the rulers, all other people in the nation are equal, have equal rights, have equal earnings, have equal working hours, have equal access to the institutions. For lot of people that is appealing as they want to be on the same level of privilege as all other people.

a. The people spent their tax exemptions in the market and many spent them to buy stocks.

b. The spending did matter as it was to restart the economy.

The reason to give tax exemptions at the time of the crisis was to lead people to use that money to stabilize the market again and buy things for themselves in the given market economy where the things had cheapened to risen the demand again.

The way that these purchases worked was that the parts of shares that had went down would rise up in value when more and more people would end up buying those shares again and making the value rise thus.
