Here, ‘We’ refers to the developing third world countries like India.

Whether a country like India or Japan gets to enter the United Nations Security Council is decided only by these first and second world countries.

Thus, it is not the third world nations like India that are commanding political control over superpowers. Instead, it is the other way around.
