Le Corbusier's was a French architect, one of the most important architects in the XX Century. He developed the concept of Ville Radieuse, which means "radiant city" in French. A Ville Radieuse is a city made out of huge blocks or superblocks in which most of the space is occupied by parks, green areas and public space in general. The rest of the space is occupied by apartment blocks, all of the same height and design.

This model of city was the inspiration for Oscar Niemeyer, the brazilian architect who designed Brasilia in the 1950s. Let's not forget that Brasilia is the capital of Brazil, and it is a planned city, it was designed from scratch, it did not grow over time without planning as for example, London or New York City.
