In the year 1819 between february-march of the same year,the state of Maryland attempted to halt an operation by the Second Bank of the United States through a tax on all notes of banks not produced in Maryland. This resulted in the famous case of McCulloch vs Maryland.

This was headed by James William McCulloch(the head of the Baltimore branch of the Second Bank of the United States) against the state of Maryland.

The executive branch and the legislative branch are two complete different things, and both have different jobs. The executive branch enforces the laws, and legislative creates the laws. It's a question to be reckoned with-- Who was going to enforce laws between the north and south? The executive branch. Of course, the legislator is the reason it passed, but they cannot enforce any laws, they cannot hold trials, they only lead it up into the Judicial branch. To put this bluntly, someone needed to enforce it.

According to Beveridge, the expansion of <em>America</em> was in accordance with the <em>divine providence</em>; it was mandatory to continue the United Stated expansion into the <em>Philippines</em> and the Pacific Rim. For him, this expansion will ensure and economical and political growth for the United States; this idea was supported by the 19th century Manifest Destiny.
