c) Slope always equal to one: The question says that "The hotter it gets, the more water people drink" does it say how much the water consumption increases for every degree increase or does it give any values of what the water consumption is at a certain temperatures? No it doesn't. So it means not enough information is given for this to be the answer, so it's also wrong.

d) It's the same as the previous response, not enough information is given to evaluate. SO it's also wrong.

Now I'll explain why B) is correct:

Positive slope is correct because all the question says is that the "The hotter it gets, the more water people drink" so this means people drink more at 90 degree weather than at 70 degree weather it doesn't specify how much people drink, this means that if we plot this on a graph we'll get a positive slope, hence it's correct.
