- Option A:  Machiavelli uses deductive reasoning by first introducing the conclusion that new rulers must be cruel and then supporting it with evidence.

The only option that makes sense is Option A because he makes sure that his deductive reason is first making sure that the audience knows that the new rulers must be cruel.  He follows that by supporting it with evidence.
