The evidence which supports that Roosevelt’s rejection of the amendment is that The Human Rights Commission has already declined similar amendments. The Soviet delegation has fought hard for its amendments. Other delegations have agreed to work together.

This line shows that Roosevelt has made and presented similar amendments which have already been declined earlier. These were already offered earlier and thus the rejection was done by the soviet delegation. There are same substances in the amendments which fails to make a unique and is thus rejected.
