I'd say formal.

Explanation:

I say formal because there are no words to suggest that the author is angry or sarcastic. Approving doesn't fit either because there the author shares a neutral tone with these two sentences. Formal would be the best choice because the author is keeping neutrality with these sentences, making it formal. I hope this made sense and it helped. :)
