Roosevelt appeal to emotion in this section of the speech are intended to WARN OF INCREASING DANGER.
From the passage given above, it can be seen that Roosevelt words is geared towards making the people realize and become aware that danger is looming at the corner. Thus, in his speech, he was appealing to the audience to becomes sensitive to the dangers ahead.<span />
