The rainwater accumulates over the terrestrial regions can give an optimal environment for the survival of the frogs. In the situation given, Carter saw tons of frogs after the rain but then he saw less than five frogs. This happened because that the road did not have water for a long time because of the drought, a condition in which a region does not have suitable amounts of rainfall making the environment hot and dry.
