From what we can see from the fact that the parents reward joey with candy for a certain type of behavior, their psychologists probably believe in the Behavioral approach to therapy

Behavioral therapy is made in order to replace an undesired behavior with a desired one through the usage of rewards or punishment.

In joey's case, washing hands 100 times a day is what considered to be the undesired behavior, the candy is what considered to be the reward, and not washing hands for 15 minutes is what considered to be the desired behavior.
