What do you think spiegel means by the "horrors of slavery"?

Slavery was never a good thing, and for the slaves it was scary. So by saying "The horrors of slavery" Spiegel is just saying that slavery was a horrible thing.

Although slavery is evil and bad, no matter what, this was a very specific matter that Spiegel was talking about. When he talked about "horros of slavery", he was talking about the soldiers who were enslaved to the American Army. Spiegel believed that he was doing his duty to his country, family and God as a citizen, but he also believed that it such a thing should always be his choice,  not the government's choice at all.

This is because the districts had to be drawn according to the population in order to make all districts equal in population size which resulted in smaller rural areas getting swept away by larger communities since they would become parts of their districts.

The text comes from a speech called "The Tariff Bill" given by Hon. Justin S. Morrill of Vermont in the Senate of the United States in 1872.

In this sentence, the senator is arguing that "revenue reform" is just another way to refer to reforms towards free trade. He believes that free trade hurts American labourers by forcing them to compete with cheap imports from other countries. His view is called protectionism. It encouraged the establishment of tariffs in trade in order to protect national industries.
