What is the purpose of Gandhi's use of hypophora in this excerpt from his "Banaras Hindu University Speech"? I honor the anarchi

Is the dagger of an assassin a fit precursor of an honorable death? I deny it. There is no warrant for such methods in any scriptures. If I found it necessary for the salvation of India that the English should retire, that they should be driven out, I would not hesitate to declare that they would have to go, and I hope I would be prepared to die in defense of that belief. That would, in my opinion, be an honorable death. The bomb-thrower creates secret plots, is afraid to come out into the open, and when caught pays the penalty of misdirected zeal

To compel the audience to think about the actions of anarchists and urge wealthy Indians to act instead of merely talking about poverty is the goal of the author's use of Hypophora. Hypophora is a figure of speech where the author raises a question, and then immediately provides an answer to that question.

However, these people were highly exploited and subjected to inhospitable environments, the tenements.

The tenements were environments of extreme poverty, violence and precarious sanitary and structural conditions. This, in addition to promoting a terrible quality of life, left the city with a dangerous and ugly image.

The New York state government should have intervened and regulated the tenements, since it is the state government's obligation to promote and guarantee the safety and good quality of social life for residents of its region.
