An author can create a slow-paced text by using sentence fragments. The reason for this is because if you give the readers sentence fragments, you only give them a part of the story instead of giving them the whole story at once, which would happen with full sentences. In this way, the text becomes "slower" as the readers need to read more in order to discover the rest of the story.
