This law is not extended to all countries globally.  China is the main perpetrator of U.S counterfeit products so far,  they take up more than 81% of total United States' pirated product.

It's hard to punish the people who live in different governmental jurisdiction. The best thing that United States and the allies can do is by punishing China with trade policies. But this do very little to hurt China's economy since they can pursue economic relationships with other countries which are not a part of our Alliance.
