This varies depending on the country, but in general, oppressive regimes interact with civil society in an oppressive way that limits the peoples' ability to voice concerns.

Repressive regimes would try to maintain an absolute power over the society it ruled over.

Which means that it can afford to let the citizens to freely give critics to the government. Because of this, repressive regiment tend to give some sort of punishment to the people who dare to voice concerns (such as jail time or direct execution)
