VIBGYOR is an abbreviation for the colors of spectrum which stands for violet, indigo, blue, green, yellow orange and red. Of the colors white light splits into, Violet has the highest frequency and the lowest wavelength while red has the lowest frequency but highest wavelength.

So, a T- shirt appears blue since when white light hits it, it bounces off and disperses into different colors. Of all the colors of the spectrum, the T shirt absorbs colors towards orange-red wavelength side, and does not absorb blue which it reflects back. The color which gets reflected back is the color we see.
