The fire blazed from the windows. The flames flickered up and out like fast, angry tongues. Crowds pooled across the street as t

he firefighters climbed ladders and sprayed hoses. It was above all a most bold and terrible sight, and those of the neighborhood could not help but speculate as to who had survived and who, most likely, had not.

I would describe it as trying to be dramatic and scary. Its also trying to hook the reader.

Part I 

"A strange multiplicity of sensations seized me, and I saw, felt, heard, and smelt, at the same time. "

This part of the excerpt shows that the speaker is experiencing impulses of a newborn who is just starting to be aware of his senses. 

Part II

"I knew, and could distinguish, nothing." 

This reflects innocence and lack of experience or knowledge.

Part III

"Sometimes I wished to express my sensations in my own mode, but the uncouth and inarticulate sounds which broke from me frightened me into silence again.'

This mirrors a baby's innocence and  puerile attempt to express feelings.
