Abe Lincoln's assassination put the future of the nation in question because nobody knew what the US would look like after the Civil War.

Just 5 days before Lincoln's assassination, the Confederacy surrendered at Appomotax Court House. This meant the end of the Civil War and the re-entering of Confederate States into the Union. At this time, the big question was whether or not the Confederate States would be punished upon re-entering. Along with this, there was questions regarding the terms and conditions that the South would be let back into the Union on. All of these concerns would be put on hold when Lincoln was killed, resulting in President Andrew Johnson taking the country in a very different direction than Lincoln intended.

The size is good. NSA has become necessary to enforce security policies as well as advising the government on security issues. The FBI, has a similarity in overall purpose, but is different, which warrants it being separate from the NSA. It serves as a good intelligence agency that  can help the government in ways that the NSA can’t.
