They’re USEFUL - we have populated the planet far beyond the level that can be supported by a primitive hunter-gatherer or even a pre-industrialization agriculture model. We require minerals and fossil fuels and so forth, or vast numbers of people will die.

It’s very ironic that the individuals who rail the hardest against our industrialized activities (or at least key components of them, such as the oil industry) are the ones who present themselves as caring so much about humanity. I think they just haven’t thought this through - if they could wave a wand and cause all mining and oil production and so on to simply vanish, they’d be directly murdering an enormous number of people.

I think that this quote is trying to describe that the traditions that have been passed down and used time and time again by the 'primitive' will forever be more tangible. Because when he says "the fantasy of modern times" it's almost like he is claiming that they are just ideas and wishes and wants for this more modern society and way of living, whereas, with the "lore of the primitive" these normal methods of survival have been used and proven effective over again. A good comparison to that phrase could be, "if it ain't broke don't fix it", which is essentially what I think that Anton Chekhov was trying to say.

Many people found it disturbing because of the methods that he suggested for staying in power as a ruler. One example can be when he says that if you take down a king, you have numerous options what to do with his family. He further says that although there are many ways to handle them, history has proven that the most effective is to kill everyone, which made the people call him evil or much worse. He does not however state that this is his belief, but rather that this is what successful rulers throughout history did, so it's kind of a misunderstanding.
