Based on this excerpt, the following is most likely the opinion of the author (but not the narrator):

A. He believes that one reason people are going hungry is that food is too expensive.

In Jonathan Edwards' satire, A Modest Proposal, the narrator exposes a solution to poverty. His solution involves poor families selling their children as food to the rich. The narrator states that the children's skin would make fine gloves for women and nice boots for men. Edwards writes this satire because many children were dying of hunger in Ireland due to their parent's lack of money. Therefore, Edwards does believe that the food was too expensive.

The author is the person that writes the text while the narrator is the voice in the text. In A Modest Proposal, the narrator agrees that the idea of selling children as food is great. While the author is simply writing a satire. Therefore, options B, C and D reflect the narrator's point of view.
