Its creation is linked to the growth of public opinion in favor of a more balanced environment. In the early decades of the twentieth century, some of the water flow from Lake Okeechobee was drained through dams and canals to allow agriculture to be established in the region. Access to the area fostered a rapid process of population growth that brought real estate speculation. Along with the destruction of habitats, aggressive exploration of the remaining areas began, with the removal of large numbers of orchids, the deaths of millions of birds for the use of feathers on hats and hunting without control. This has all contributed to tremendous wear and tear in the Everglades National Park.

Because of this wear and tear, the Comprehensive Restoration Plan of the Everglades was developed in the 1990s, which aimed to restore natural levels of water flow, undoing several dam and drainage projects, so that the nature of the site could be restored.
