Its the 3rd one. Since x+1 is in "parentheses" it means the 1 moves the graph horizontally which rules out number 1. Even though it says x+1 this means the opposite on the graph. Usually you would go right one but since it has the "opposite" sign you would really go left one. (Math is weird idk why)

Yes, they are proportional because if you increase or decrease either amount they will both change. They will always have the same size. For example if I want to double the flour, I will have to double the milk as well because they have the same ratio.
