20 * 9 = 180

Second, find the total number of oranges in 11 bags.

11 * 25 = 275

Third, find the difference between both values.

275 - 180 = 95

Fourth, find the number of oranges in 4 bags when 20 can be place inside at most.

4 * 20 = 80

Fifth, find the difference again.

95 - 80 = 15

Therefore, the answer is 15 oranges.
