A. Radiation from X-rays is not a mutagen unless you have X-rays every day.

Explanation:

Getting a little of radiation from X-rays barely causes any effects. Getting tanned constantly with UV lights and really just spending time outside with no protection can cause the mutation to trespass the skin layers and cause a mutation which usually ends up as skin cancer.
