Perestroika consisted of reforming the Soviet economic structures. It sought to open the possibilities to entrepreneurs without attacking the socialist system, but reforming and democratizing some processes. It was fully introduced in 1987 to take the country out of the serious economic crisis it was and boost development. It was also intended to fight against corruption and backwardness, in favor of economic liberalization and promoting investment. There was also a certain democratization of political life.

However, this opening policy turned against Gorbachev, as economic and social problems increased as a result of their reforms. The criticism of the Soviet population against the political leadership of the Communist Party increased, as the positive view of life in the USSR that had been shown by official media for decades was being rapidly dismantled, and the population was not convinced of the change.
