Answer:

Conditions in a tenement neighborhood are very unsanitary and unsafe. People were forced to live in very small living quarters because the "large rooms were partitioned into several smaller ones." They reached the lowest level of guidelines for housing and "without regard to light or ventilation." They soon became unsafe with "loose in morals, improvident in habits, degraded, and squalid as beggary itself."

One important factor which paved way for America to wage war against Spain was the practice of Yellow Journalism. Editors of journals and newspapers were so biased that they started to print catchy and sensational Headlines in order to gain the attention of the public.  

The headlines were capitalized and the public who have the habit of skimming the newspapers were swayed away by such capitalized fonts thinking that the news which was published was true and started to raise their voice against Spain. The public clamored to go on war against Spain.
