The width of the picture would be 4 inches. 
2(4 + 2) + 2(4 + 4) = 28 
To completely find out if this is correct, we must use Parentheses, Exponents, Multiplication, Division, Addition, Subtraction AKA PEMDAS. 
4 + 2 = 6
4 + 4 = 8
2 x 6 + 2 x 8 = 28
Since there are no exponents, we move on to the next step multiplication.
2 x 6 = 12
2 x 8 = 16 
12 + 16 = 28 
Now there is no division, so now we move to the next step addition.
12 + 16 = 28 
So we have the correct answer for our width.
