Yes, the CeaseFire complemented with the law enforcement because crime rates have significantly decreased over the past years. In fact, cities are adopting the  evidence-based public health program that uses volunteer workers to eradicate violence and serious conflicts before they lead to a terrible shooting. These workers are called violence interrupters (VI's).
