Total Number of sheets of construction paper= 25

The Percent of the sheets of construction paper that are secondary color = 40%

Percent means out of 100.To find number of secondary color sheet we find 40% of 25.

40%=\frac{40}{100}

Number of sheets which are of secondary color=\frac{40}{100} of 25 =\frac{1000}{100} =10

Number of secondary color sheets =10.
