 For this case the first thing you should know is that all the money is represented in the following way:
 100% = 1
 Therefore, we write the following equation:
 x + 3/8 + 1/3 = 1
 From here, we clear x:
 x = 1- 3/8 - 1/3
 x = 7/24
 Answer: 
 he did spend on the jacket 7/24 of the money

 (b) How much money did he have at first?
 We can make the following rule of three:
 7/24 ----> $ 154
 1 --------> x $
 We clear the value of x:
 x = (1 / (7/24)) * (154)
 x = $ 528
