Government gives natural rights to people

This is false because natural rights are those who exist despite of the existence of the government, or before it.

Natural rights include life, liberty, and property.  

Many believe that the right of property is granted by the government. Except if you research Austro-Libertarianism, like Rothbard and Professor Hoppa. They do believe that the right to property is natural. Than it is true.

Natural rights cannot be taken away by the government.

Governments can be corrupt and authoritarian, so they can act in disregard of someone else's rights by pure force, which is evil. So it is true.
