I believe the answer is:  All goods and raw materials were tightly regulated by the mother country.


During the commercial revolution, The British empire discover that spices, silks, and other commodities are rare in Europe.


Because of this, they start to regulate all goods and raw materials from colonists to ensure that the colonist focus their production on these new products. In order to do this, they need to increase the tax for products that are not included in their 'hot list' , which cause a discord between the colonists and mother countries.
