Let's see if its correct...

\frac{400 ft^2}{33ft^2} × 1 bag = 12.12121212 bags

Or 12.12 bags(rounded up to two decimal places) . Its correct!

But  since Jaycob cannot buy 12.12 - 12 = 0.12 bags of fertilizer, he will have to buy 13 bags of fertilizer in order to cover the whole lawn.

Its really not that complicated like the other guy made it seem because it already tells you how many bags the lawn needs and since you cant have a percentage or decimal of a bag it rounds up to 13 bags; hope this helps, have a great day
