What techniques does a comic book artist use to create a strong sense of light and color?

From what I've learned is that The Art of Color and Light is an exploration of the properties of color and light under a variety of conditions. This is an essential stage in concept art that develops mood and communicates the narrative of the story by means of visual cues. The various properties of light hitting form: light, shadow, halftones, highlights, reflected light, & dark accents. All these help to ring out powerful sense of power, or intensity. They use dark heavy lines to show that of the character powering up, getting ready to shout, etc. Dark thin lines show surprise or shock, or maybe of something/ someone being caught. When it's supposed to be an exciting/ happy moment, there is a mix of heavy and thin lines, as well as dark and faded lines.
