Step 2: Finding   P(spinning a consonant)

Total number of outcomes  =  26

The number of consonant =  21

Thus  P(spinning a consonant)  = \frac{21}{26}

Step 3: The probability of rolling a number less than 4 and spinning a consonant

From (1) and (2)

=> \frac{ 1}{6} \times \frac{21}{26}

=> \frac{21}{156}

=>\frac{3}{52}
