A statistical question is a question that you can ask to collect data from and there will be a variety in the data as well.

If you ask people “How many times did you ride the Ferris wheel today?” when they're leaving the theme park, that amount is going to be unknown. You're collecting data from a variety of people saying how many times they rode the ferries wheel. That amount is going to vary because you don't how much each person actually rode on it.

Therefore, the question IS statistical.
