Lots of unregulated commerce were being done in these provinces and the empire was unable to control it. More was being sold to the roman empire than what was imported. As a result Roman coins were heaping in India.

When Samudra Gupta assumed power, he unified the territories of India and brought order. And trade was controlled by only one empire hereafter.
