What you have to do is take the entire budget, and divide it into 12 for each month.

350 + 200 + 150 + 50 = 750

750 / 12 = 62.50

Well, his monthly income has to be multiplied by 12, and that number has to be greater than the combined expenses of his mancation....Unless he wants to starve and be a hobo, but anyways:

So, first you add all of the numbers together, expenses wise. 350+200+150+50=750
That's $750 for this mancation.
Now, take 48.33 and multiply it by 12 (I can eyeball this and see it's too small, but anyways) 48.33*12= 579.96
Do the same for 58.33, and you get 699.96
Do the same for 62.50 and you get EXACTLY 750
Now, we know both C and D are good. A and B are out

Now, the question asks how much does he need for his vacation, so the answer would be C, but D could be good, considering C is only exact.
